Victor Negrescu

Victor Negrescu is a Romanian politician and academic with extensive experience in European affairs, public policy, and education. He is currently Vice-President of the European Parliament (2024–present), also serving as the European Parliament’s general rapporteur for the EU budget for 2025 and as a member of the Committee on Budgets, the Committee on Legal Affairs, and the Subcommittee on Public Health.
A Member of the European Parliament since 2014 (with two mandates, 2014–2017 and 2020–present), he has served in several leadership roles, including Quaestor of the European Parliament (2023–2024) and Vice-Chair of the Committee on Culture and Education (2020–2024). He is known for his work on EU budgetary policy and was named MEP of the Year for the Digital Agenda in 2015, having initiated pilot projects worth around EUR 60 million.
Between 2017 and 2018, Victor Negrescu was Romania’s Minister-Delegate for European Affairs, responsible for preparations for Romania’s Presidency of the Council of the EU. In academia, he has been Vice-Rector of the National University of Political Studies and Public Administration (SNSPA) in Bucharest (2018–2020), where he is also a lecturer (2012–present), having initiated programs in Development, International Cooperation, Humanitarian Aid, Security and Technology, and co-founded several academic institutes. He has also taught at Dimitrie Cantemir Christian University (2009–2019) and at Saint-Louis University (Université Catholique de Louvain) in Belgium (2020–2024).
His earlier professional experience includes roles as adviser in the European Parliament and Romania’s Chamber of Deputies, consultant in communication and European affairs, member of the management board at Webhelp Romania, and journalist for RFI Romania, Regard magazine, and Le Monde Diplomatique (Romanian edition).
Victor Negrescu holds a PhD in Political Science from SNSPA (specialising in international relations and European studies), including doctoral research at the College of Europe in Bruges. He also holds an MBA from the University of Economic Studies Bucharest and CNAM Paris, a Master’s in European and International Affairs from Université Pierre-Mendès-France in Grenoble, and a degree in Political Science from the University of Bucharest. He completed his secondary education in Brussels and Paris.
