BIO

Dr. Andrei Baciu is a Member of the Romanian Parliament and Vice
President of the Committee on Defence, Public Order, and National
Security. He has held senior positions in central public administration,
including at the Ministry of Health and the National Health Insurance
House, where he was involved in institutional reforms, digital
transformation, and capacity building.

He currently works closely with Romania’s key cybersecurity
institutions—such as the National Cybersecurity Directorate (DNSC) and
ICI Bucharest—supporting the development of national cyber defence
capabilities and fostering strategic partnerships with academia and
international organizations. He is a strong advocate for investment in
digital skills, emerging technologies, and the protection of critical
infrastructure, viewing cybersecurity as a fundamental pillar of modern
governance.

Dr. Baciu brings an interdisciplinary perspective to his work, at the
crossroads of technology, public health, and national security. He is
particularly interested in the responsible integration of artificial
intelligence, blockchain, and quantum computing into resilient and
secure public ecosystems.

He is a graduate of the “Carol Davila” University of Medicine and
Pharmacy in Bucharest and completed clinical and research training in
France.
