State Adviser for Corporate Governance and Tourism – Department of Economic and Social Policies
Nicoleta-Ramona Dinu is a university professor and doctor at “Ovidius” University of Constanța, and currently serves as State Adviser for Corporate Governance and Tourism within the Presidential Administration. With a career spanning over two decades with academic, administrative, and legislative experience, she has distinguished herself through contributions to the modernization of economic education, the promotion of corporate governance, and the sustainable development of tourism.
Previously, she served as Executive Director of the Corporate Governance Directorate at Bucharest City Hall and personal adviser to the Mayor General, coordinating the corporate governance policies of municipal companies and their restructuring, liquidation, and insolvency processes.
Between 2016 and 2020, she was a senator in the Romanian Parliament, member of the Committee for Budget, Finance, Banking, and Capital Market, and for two years – vice-president of the Committee for Strategy and Economic Development. She promoted a predictable economic legislative framework, supported strengthening the link between universities and the labour market, and initiated measures to support tourism. Among her initiatives is the law regarding the establishment of university competence centres, which connect higher education with employers’ needs.
Her academic activity, carried out entirely at “Ovidius” University, has been marked by innovative initiatives, such as the national network of simulated enterprises (2009) – the first integrated platform for business simulation and e-learning in Romania. She has participated in international projects on cruise tourism development, maritime planning in the Black Sea, and combating corruption in tourism. She is co-editor of the volume “Yellow Tourism – Crime and Corruption in the Holiday Sector” (Springer, 2019).
She holds a doctorate in economics from “Alexandru Ioan Cuza” University Iași and is a graduate of “Ovidius” University, with postdoctoral studies under the aegis of the Romanian Academy. She completed university teaching programs at the Academy of Economic Studies, and holds international certification in public-private partnerships (CP3P – APMG International), as well as national qualifications in project management and professional training.
Takin into consideration her entire activity, Nicoleta Ramona Dinu distinguishes herself through academic rigor, professionalism, and active involvement in promoting corporate governance and sustainable tourism as strategic development directions for Romania.
